IPv4 Encapsulation - IP Protocol

IP-in-IP marks a packet whose payload is itself a complete IPv4 packet, the basic IP-in-IP tunneling mechanism used to carry one IP packet inside another. Linux has a native handler for this IP protocol.

IP Protocol Status - Active
IP-in-IP was standardized in RFC 2003 (1996) and remains actively used today as the foundation of many IPv4 tunneling and VPN techniques.
IP Protocol Network Policy
Allow on hosts or gateways that terminate IP-in-IP tunnels, such as some VPNs, mobile IP, and anycast/load-balancer setups; IP-in-IP is unneeded on typical end hosts.
