L2TP was standardized in RFC 2661 (1999) and refined in RFC 3931 (2005) and remains widely used today, especially as L2TP/IPsec in VPN clients.
IP Protocol Network Policy
L2TP is used to build L2TP/IPsec VPN tunnels carrying Layer 2 PPP traffic; allow L2TP on VPN gateways and clients that terminate its tunnels, since L2TP is unneeded elsewhere.
